WORK PLACE & SCHEDULE: The place of work would be at 1962 – Command Control Center, Patna, Bihar will be the state head quarters. The work timing is 8 am to 4 pm, 6 days in the week, Sundays off/Weekly Offs as per the Mobile Veterinary Unit work plan. In case if required he/she should be available 24/7 * 365 days in a year.
TRAVEL:
The State Project Manager position would require extensive traveling across the all-Mobile Veterinary Units for monitoring quality, work discipline of the team and project operations also to District/Block level Govt. veterinary Hospitals for coordination purposes. The position entitles for all amenities as per the company travel policy guidelines defined for the project.
JOB FUNCTIONS:
Team Management: The State project Manager is responsible for team management across all the functional and cross functional departments.
People Management:
1. Establishing trust between the team members
2. Resolving conflicts between the team by mentoring them to find a amicable solutions by clearing disagreements between them.
3. Building trust with clearly defined roles and responsibilities for all the team members.
4. Making all the team members accountable for their activities in line with their roles and responsibilities and key performance indicators.
Financial Management:
1. Preparing budgets for day to day operations and getting the budgets approved by the management.
2. Oversight on daily cash flow/funds flow to ensure sufficient funds were made available for un-interrupted service delivery.
3. Focus on Project RoI and ensuring proper documentation of the expenditure incurred and submit the same to Head – Office in timely manner.
4. Ensure cost – efficient project operations.
Asset Management and Custodianship:
1. The state project manager will be the custodian of the Mobile Veterinary Units handed over by the Client.
2. Ensuring required Insurances, AMCs for the assets deployed in MVUs as well as at 1962 Command Control Center.
3. Maintaining an accurate record of inventory and asset information for better tracking and monitoring purposes.
4. Meeting required regulatory affairs w.r.t the medical equipment utilized as part of the project operations.
Information & Communication:
1. The state project manger is responsible for maintaining good relationship with the District Level and State level official
2. Maintaining proper records of in-ward and out-ward official communication with the client.
3. Timely sharing of invoices and service delivery reports to the client as appropriate.
4. Responsible for liaison with The Department of Bihar Livestock Development Agency, Secretary’s and Minister’s offices.
Others:
1. The state project manager is responsible for operations and management of the project as per the agreed service levels, Key Performance indicators set-forth by the client.
2. Media management and Information, education and communication about the project benefits to the farmers and general public.
3. Ensuring required quantity of medicines and consumables for better outcomes of project operations.
4. Will be responsible for Block/District/Regional/State level service process accountability, compliances and reporting.
CRITICAL AREAS OF THE JOB FUNCTION:
Financial Accountability, Operational Accountability, Asset Custodianship & Staff Welfare.
KEY PERFORAMANCE INDICATORS:
Consolidated KPIs of all the Field Operations and Cross functional staff will be the KPI indicators for this position. The same will be finalized by The Chief Operating Officer within 45 days of the position reports for his/her duties.
